What are HTA’s working hours?
8:30 a.m. – 4:30 p.m., Monday – Fridays

Does HTA charge tax?
No, since we are a 501(c)6 non-profit organization.

Can non-members be billed for safety materials/services purchases?
No. Non-members must prepay for materials/services.

What is HTA’s street address?
803 Kamehameha Highway, Suite 307, Pearl City, HI 96782.

What type of payments are accepted?
Cash, company check or credit cards. For credit card charges, a credit card authorization form must be completed.

Can anyone advertise in The Fleeting View?
Yes, we have different advertising rates for members and non-members.

Child Passenger Restraints

Does the child passenger restraint law apply to commercial passenger carriers?
Hawaii Revised Statutes §291-11.5 which covers child passenger restraints exempts commercial vehicles (as well as emergency and mass transit vehicles) from this law.

PUC Regulated/Non-regulated

Do I need a PUC certificate to transport products to the airport?
As long as it’s a continuous air movement then Federal regulations preempts state law. In other words, if the truck goes directly from the pick-up point to the airport, then it’s an exempt move.

If we’re moving personal effects from one part of a housing project to another, and we have to cross over a public road to get to the other side, is it a PUC regulated job?
As long as your vehicles go over a public road, no matter how small, it is considered a PUC regulated job.

We are moving the contents of an office to another office in the same building. Hand trucks, dollies, and packing material are used, but no motor vehicles. Is this a PUC regulated activity?
No, it is not a regulated activity. Any company can engage in the activity.

Can I use any trucking firm to transport my freight/property?
You may only hire firms that are certified by the State Public Utilities Commission.

Safety Issues

Who must attend Driver Improvement Program classes?
Any driver who drives a motor vehicle in excess of 10,000 lbs.

Who must attend Hazardous Materials classes?
Anyone who transports, loads, stores, handles, or prepares documents for hazardous materials shipments.
